I think of it as rhetoric.  Saying things like “Wow, fricking REPUBLICANS, can’t they just take all their bullshit laws and shove it where the sun don’t shine?” is obviously not directed to those Republicans that don’t make asshole laws.  As far as I know re: the “die cis scum” debate, if you’re not cis scum, then it’s not directed towards you.  That’s my personal take on it though, if any other trans* folk want to chime in leave an ask!
